Visible holding me hostage from porting away to AT&T

At&t sent me an email saying they cancelled my port request as Visible declined to accept the port. I resubmitted the port request the next day and then I received the following email from AT&T.

When I spoke to AT&T they are telling me that Visible doesn't me as active in billing. When I speak to Visible they say they so. The funny part is when they send me an email verification link it shows the following.

I'm not sure what to do now...
