Priceline won't refund car rental

I booked a car rental through Priceline, it was a nonrefundable booking. I was willing and able to go, but due to CA, LA County and LA City's "Stay-At-Home" orders for COVID-19, I was unable to travel because it was non-essential travel for work. I spoke with Priceline and Hertz, but both companies are refusing to refund the booking even though I was ordered by CA, LA County and LA City officials to not travel. Do I have any recourse here?

You booked through Priceline you have to deal with
Priceline and unfortunately, if they refuse to refund there isn’t much you can do since you contracted a nonrefundable rate with them. We have company contacts on our Company Contact page you could try and ask for an exception.

Never pre-pay for a car rental.
